How do I buy a private plot to live in a caravan?

My family is thinking of buying a caravan and living in it. Although I can't seem to find anywhere in Chelmsford that I can buy a plot and live in it. Does anyone know a good website for doing do or how I can actually do this without needing to buy planning permission first.
