An employee wants to take their holidays to reduce notice period, is he entitled?

Due to the difficulty of recruiting a new person for this specific role, I would like the employee to work their full notice of 2 months. The employee is owed some holiday and wants to reduce this notice period by the number of holidays.

What is a VPN?
