What can you conclude about the relationship between the Vigenère cipher and the one-time pad?

The one-time pad can be represented by modular arithmetic (we add the corresponding numbers mod 26 to encrypt, and subtract them mod 26 to decrypt). Can you do anything similar with the Vigenère cipher? If so, what can you conclude about the relationship between the Vigenère cipher and the one-time pad?
